City or Township?
Langley is two municipalities. The Township of Langley, incorporated in 1873 and known as the Birthplace of BC, runs from the Fraser River south to the US border and includes six urban centres. The City of Langley is a separate city on the Township’s western edge, next to Surrey. SkyTrain is on its way: the Dave Barrett Extension is under construction to Langley City Centre and is set to open in 2029. On day one we check whether your lot is in the City or the Township, plan for the details and for the neighbours, and a principal leads the build to handover.
Building in Langley
City of Langley: the new Zoning Bylaw, adopted in March 2026, sets an R1 zone for single detached homes, plex-homes, secondary suites, garden suites and carriage homes. A carriage home can be up to two storeys and sits at the rear of the lot. If a lot has either, the owner must live there.
Township of Langley: small-scale housing took effect in November 2024. Eligible lots inside the urban containment boundary, connected to municipal water and sewer, can hold three or four homes. A form-and-character development permit is now required unless exempt.
On land in the Agricultural Land Reserve, provincial rules limit housing to a principal residence, a suite and one additional residence.
