Construction in New Westminster
Contour Projects takes on mixed-use buildings, multifamily projects, tenant improvements, renovations and custom homes in New Westminster, working from our office in Vancouver.
Mixed use and commercial in New Westminster
New Westminster’s downtown grew up along Columbia Street, the city’s earliest commercial area, on a hillside above the Fraser River. Most of its historic buildings went up between 1887 and 1914, in brick-clad masonry built out to the property line, and the City treats Columbia Street as a Historic District. Its Heritage Area Revitalization Program guidelines are used to review changes there, including exterior changes and signage on properties on the Heritage Register. For a storefront, office or mixed-use building, we check the heritage status first, plan the work around neighbouring businesses and residents, and a principal stays on the project until it is handed over.
Building in New Westminster
New Westminster adopted its Infill Housing Program in June 2026. It pre-zones eligible mainland lots for:
- duplexes, triplexes, quadraplexes and multiplexes
- secondary suites and laneway houses
- side-by-side townhouses of up to six units
Two areas work differently:
- Queen’s Park Heritage Conservation Area: a Heritage Alteration Permit, reviewed against design guidelines, comes before the building permit. It’s needed for a new house on a Non-protected lot. On a Protected property, it’s needed for street-facing renovations, a laneway or carriage house, or demolition.
- Queensborough: most house-zoned lots don’t get the new unit counts yet. The City has a provincial extension to May 2029 while it studies servicing and ground conditions.
We confirm which rules apply to your lot first, for a multiplex or mixed-use building, a renovation or a tenant improvement.
